We are currently implementing a Software Quality Management System for a
big swiss bank. Since we have scanned most of the available literature
there still remains some points unclear to us. Thus, we lack on literature
concerning practical solutions implementing Total Quality Management for
software (like the work of R. Zultner).
Are there established procedures, methods or tools focusing on the
deployment of quality strategies, policies, means and targets for large
software projects?

Although we know that successful implementations of software quality mostly
depend on effective measurement and quality control techniques. We are
aware of the quality metrics methodology stuff (e.g. ISO9126 or IEEE
standard) but how to define quality requirements, how to map them into
quality factors and how to evaluate the resulting software quality
(top-down vs. bottom-up)?
As we are in the initial stage of the project we would like to confirm and
improve our first results. Therefore alternative evaluation, assessment or
measurement methods and results would be useful- any ideas, pointers to
literature or studies? (Maybe self assessment techniques would provide a
good solution for that purpose?)
