Fear from industry instability is not only necessary, it cannot be
eliminated nor controlled in the long run. For short terms fear from
industry instability can be eliminated by government protection.
However, when any government protects the players in an industry
through sanctions, controls, etc. the urgency to create and compete
for new ideas, resources and talent dissolves. Hence Shumpeter's
destructive creation is the essential and non-wavering force that
drives firms in an industry forward. Insulate people from this and
you are planning an economy. That doesn't work, sorry Bill & Hillary.

The type of fear that can be eliminated is within the firm. Fear is
not always bad. It can be a very powerful motivating force. You
must distinguish the type of fear Deming points out in point # X
from the fear some have of the industry melting. The presenece and
threat of substitute products is only an entry deterring price
structure away.

I believe the thread on this topic has repeatedly confused these two
sources or root causes of fear.
