I agree with you.  Fear was part of the dept. (administration) where I work.
Nobody put ahead suggestions in fear of losing their head.  Their were LOTS
of labor problems.  Finally, the person who impose the fear was transfered
to another dept. in the government.

Since then we have not replace her position.  (One less person in
administration).  But the amount of work has gone up because of factors
out of my control.  (New programs and delegations)

But with the big HELP of my small staff (only six),  we've been able to
reorganize, the way the dept. works.  Dispite the increase in the amount of
work to do, the work load on my staff has gone down.  We've reduce the
overtime at the end of fiscal year to near zero and cut completely the
temporary help.

Labor problem has evaporated.

Our clients (inside the center) say they like much better the service now.

The new projets have been put ahead, and are producing results.
Ex: 30% to 60% reduction in the cost of sending fax.
    20% to 50% reduction in the cost of express mail
    5000$ Canadian of estimate saving in the repair of machines
    Better buying methods should save $.
    etc.

Fear might work, but I can tell you, cooperation has a lot to offer.

One interesting side effect of cooperation is that workers are happy at
work.
