I was Document Control Coordinator for a plant that's part of a Fortune 100 chemical company. A few years back, a restructuring happened which created a Steering Committee similar to the one you describe. So instead of a quality policy signed by one person, we had a Quality Policy Statement (one page, included in a larger document) that had eight signatures. And yes, that's setting you up for a yearly revision and redistribution each time the membership changes. In fact, we lost so many people so fast, in addition to conditions changing so rapidly, that we simply couldn't keep up with the needed revisions. However, with regard to auditors, we never had an auditor question the involvement of union employees in this regard. They accepted their signatures on the policy without comment, at least that I was aware of (and if they'd commented, I'd be aware because it would have been changed again).
