In TQM, we look for people to have certain skills and behaviors. In a traditional performance appraisal system there is a section the employees goals and aspirations. The manager and the employee can then, together, write a development plan that will help the employee acquire the skills and exhibit the desired behaviors. There are people who advocate dispensing with the traditional performance appraisal. In these systems, how does the company handle the employee development question? Where does one identify the desired skills, behaviors, and aspirations and document the plan to move the employee forward?
