The Univerisity of Oslo have a public domain version for
a range of computers. I have included their README file below.
The compiler is called cim, and it translates the Simula code into C,
so you need a C compiler. Debugging was not supported the last time
I tried the compiler (about a year ago), but this may have been
fixed now.

There are also some simula related stuff in pub/simbook (examples from 
Kirkerud book on Simula), and the file pub/Simulatools.tar.Z
(texttools, promptools, filetools and settools).

README:

This directory contains compiled versions of the cim system.
The recipient accepts full responsibility for the consequences arising 
from the installation and use of this product.
The system have recently been recompiled for those architectures 
where the corresponding file exist in this directory.
Older versions is located in the sub directory old.
Mail a request to cim@ifi.uio.no if you whant other architectures
to be recompiled.
