From the previous posts I get the impression someone didn't fully read the Part 97 section on RACES..... The prohibition on non-RACES stations communicating with RACES stations is only in effect during official RACES activations and drills. These drills are limited to one hour per week by FCC regulations. The purpose of the regulation is to limit radio traffic during an FCC declared communication emergency, at which time only RACES operators can operate on defined RACES frequencies and other HAMS are excluded by law. At all other times...Radio Amateurs may communicate with any other licensed Radio Amateur within the scope of their license class...The fact that one or more stations is located at the Emergency Operation Center or was placed there under the auspices of RACES is of no consequence. Skywarn nets may be classified as emergency nets...but not as FCC declared emergencies...those rarely occur and usually only after disaster has already struck. Additionally, even when a communications emergency has been declared...it is limited to certain frequencies. Nuff said, de Kevin Heyboer KD4UYR Pinellas County, Florida Skywarn Coordinator
