Operating as a HAM net you could : talk to whoever you wanted? : : I can comment to this. If RACES is the organization your local Emergency Management office recognizes, that is what you run. I speak from local experience. There were several ARES ECs in my area (Prior to my involvement, and more than likely prior to the Emergency Manager's involvement) that left a bad impression on the local office. I have made inroads on this opinion, but I have been only able to go so far. THe EM director recognizes RACES, so that is what we use.
