If you don't link to it, the search engines still can't find your
copy either!

All six of the ARRL's national MOUs are now online. The SKYWARN MOU
is at http://www.arrl.org/field/mou/weather.html ; a general summary
of what MoU's are good for is up a directory. The ARRL HQ has done
a good job recently in playing catch-up getting resources onto the
WWW that used to be only dead-tree-ware or packet/POTS BBS, although
there's still a lot of good stuff WWW-accessible only via FTP directories
(both Hiram and BARC/Oakland). Much of the useful stuff -- unless
you're a contester -- is obviously enough in the /field/ directory
tree, since that's where ARES, tech consultants, local government
liasons, and the rest of the real-world outreach is done.
I forget how I found the MOUs, probably found them linked from
someone else's emergency plan, maybe just rumaging in /field/
but now they're linked in our draft plan (which when approved will
be on the web too).
