I'm sending this to three lists.  Please excuse the duplication and
thanks in advance for any help you can provide!!

I'm finding lots of 7's in the the u.s. congressional roll
call data (icpsr study number 0004) but I can't find that what these
sevens represent.  I'm I overlooking something obvious?

The votes themselves are supposed to be coded as follows (with some
minor variations across congresses):

  0.  NOT A MEMBER AT TIME OF VOTE
  1.  YES
  2.  PAIRED YES
  3.  ANNOUNCED YES
  4.  ANNOUNCED NO
  5.  PAIRED NO
  6.  NO
  8.  PRESENT
  9.  NOT VOTING OR NOT ASCERTAINED

But I find "7" in many of the vote fields in congresses 68, 69, and
73-79.  I haven't read all of every codebook, but I've looked for some
reference to using a 7 for a missing value or something and can't find
any.  Also, there are references to *some* votes using different
coding schemes, but I've selectively checked the codebooks for the
ones where I am finding the 7's and find no explanation of different
codes for those variables.

Is this an error in the data?

Also, I have heard that there is an ongoing project by Poole and
Rosenthal (funded by NSF, I think) to "clean up" the icpsr roll
call data and replace the current data sets.  Can anyone enlighten
me about that? does anyone have any idea when such new releases
will be available?

Again, I really appreiciate any help or pointers you can provide!
