why two news groups for Word?

What is the purpose of having two news groups with almost identical
names: bit.listserv.word-pc and bit.mailserv.word-pc.
The first one is new and empty, the second one contains a lot of
trafic.

If there is a good reason, am I supposed to crosspost to both
newsgroups? If not, which newsgroup should I prefer?
