Quirky RTF export

I am designing an online Help system, using Word 6.0. A section
contains a numbered list. I did not use Word's automatic numbering
feature, but, rather, used a specific paragrpah format, adding numbers
and tabs manually. A piece of the RTF export looks like this:

\par \pard\plain \s18\fi-360\li360\sb40\sa80\tx360\tx720 \f5\fs20
1.\tab In the Selector...

(the ellipses indicate that the sentence continues.)

For some reason, the 4th step has different formatting. The result,
when compiled, is extra space between the "4." and the start of the
sentence.

I opened the RTF file in a text editor and, after reading in the RTF
spec, changed the "\tx0" to "\tx360" like the other paragraphs. It
worked fine.

My question: why is this inconsistent? Is there something worng with
Word's RTF export that allows this to happen? I have had similar
incident's, but running WoboHelp's "automatic fixing" of RTF
formatting usually solves the l\problem. This time it did not. Any
thoughts on where this quirk comes from?
