We never translated them, for two reasons:

1. The only thing that the user was supposed to do with them was copy
them down and send them to support.  Getting the message in some
language *we* didn't understand would have been no help to us.

2. The mechanism we used to load up the local language messages could,
in some cases (disk problems, etc.) generate an abend message itself.
If we tried to output these messages in the local language, we could
very easily end up in an infinite recursion.

Independantly of internationalization, it has always been my policy to
make the abort code as simple as possible, and to avoid using any more
resources than necessary.
