About the event  TDataSet::AfterPost() ...

Does the table notify a second application that a post occured 
or only the app that made the post?

Any strategies would be appreciated.  There is app a on the web 
server and app b is on a desktop.  If app a adds a record to
table, what is best way for app b to know of the new record?
