OpenSchema(siProcedures, ...)

Restriction columns are: PROCEDURE_CATALOG, PROCEDURE_SCHEMA, 
PROCEDURE_NAME, PROCEDURE_TYPE - prepare Array according this or pass 
EmptyParam to get all procedures.
