TClientDataSet registration error - urgent question

Does anyone know what would cause a
"Library not registered" error to be
generated on TClientDataSet->Open()?
The TClientDataSet gets its data through a
TProvider.  The source dataset is a TQuery.

This error does not occur in the development
environment, but occurs when the executable
is deployed.  It is my understanding that
a MIDAS license is not required because there
are no remote data modules or MIDAS servers.
It is also understood that DBCLIENT.DLL must
be deployed.  Where do we go from here?

extremely urgent request!
