The default is usually Oracle 7.3 which is the Ora73.dll.  Since Oracle changed
their drivers the BDE has two different drivers, one for 7.3.4 and one for 8.0.4
and above.  When you install the BDE on a new machine it does not overwrite
existing configurations if they exist.  All that probably happened was a
previous version of the BDE that was defaulting to Oracle 7.3.4 was there so the
install did not overwrite this.  Hope that explains this somewhat coherently.
