Probably true.  Static libs are not cross compiler in this case.  Borland uses
the OMF standard and MS the COFF.  If this is a import library for a dll then
all you have to do is run implib on it or coff2omf to create a compatible import
library.  If this is a static lib and you have VC++ you can wrap the lib in your
own dll, export all the lib functinos and then run implib on the resulting dll
to get a compatible import lib for BCB.
