I had this exact issue.  I store the times GMT on the server, and I built a
light-weight COM object for the client that handles Time Zone conversions
to/from any Time Zone.  I use TADO... classes on the client, so I wrote
event handlers for the date field TField decendants that returns the
converted values to grids, reports, web pages, etc...
