I am building an ISAPI dll. The constructor for the WebModule gets
called, and I can put code in there, but the OnCreate event does not
seem to happen. I have tried setting the OldCreateOrder of the WebModule
to TRUE but that does not change things. What would keep the OnCreate
event from being called?
