which program or tool do I need to use to write a help file for my 
application?

I think ms_compatibility or non-technical
would have been more appropriate

Help file creation tools from microsoft are
hcw.exe (.hlp (older) ) and hhw.exe (.chm (newer) )

Not sure if this link is the viewer or the creation tool.
But it contains a guide (Htmlhelp.chm) on how to plan,
create, and compile Help projects using HTML Help Workshop.
