I don't know off hand but at least one of those will require a system
reboot. Apart from being a tad annoying for the user it will result in
system error messages and path handling changing.

What are you actually trying to acomplish here? It should be enough to
just use Unicode and an appropriate font if it's a matter of displaying
foreign language strings.
