I started a discussion on the VCL limitations wrt unicode here :

Subject : "unicode based standard VCL"
You might want to scan through that.

This is because VCL is MBCS based and so uses the system code page to make 
sense from the MBCS string.
when the code page is not the code page that corresponds with MBCS string 
then the result is nonsense.

Try this in Windows XP :

Start / Settings / Control Panel / Date, Time, Language and Regional Options 
/ Regional and Language Options / (Third tab) Advanced
In the drop down, select "Chinese"
Apply
Reboot the system like requested
Does it work now ?
