Is your machine configured to use the Asian locale?

The debugger is a VCL application so it will be converting into MBCS
using the current code page. If that code page doesn't have Asian
support you will not get satisfactory results.

Actually from memory the debugger converts differently depending on
whether you are using Tooltip expression or Evaluate. ISTR seeing
different results from each when we were working in this area. I think
one was performing the conversion correctly and the other was just
performing a crude strip down to 8-bit.

I don't think that is Unicode aware - it presumably just wraps
FindFirstFile(). It too will be converting from Unicode into MBCS and
will suffer the same 'corruption' if your machine is not configured for
the Asian locale.

If you call the Windows functions FindFirstFileW/FindNextFileW you will
get back Unicode strings and if you pass these straight into
tntListView things should be fine. Getting the strings correctly
displayed in the debugger, however, might be problematic.
