You will need to change the Charset property to Cyrillic. Having
Cyrillic available just means that the charset for it should be
available on at least some of the fonts you have installed. It's still
up to you to select that charset. Unfortunately the Charset number is
not the same as the codepage number so you need code to convert them.

One would have thought that the OS provided a means to do that but it
appears that no-one here has ever found it. Possibly for lack of
looking though. Our conversion code is quite old and since it works we
ignore it :)

If the font you are actually using to render doesn't have it then
Windows will pick a close match that does.
