I am trying to create a resource DLL for my component suite but am not
having much luck. Here is what I've done so far for testing.

** My runtime package is called MJFSecurity_50R **

* I created an RC file with my specific string entries.

* I created an ETM project and included the RC file and the forms for
MJFSecurity_50R

* I created a project for the CAT language

* I added the CAT project to my project group for my component suite,
modified one of the forms and built the project.

* To test I made the following registry change:

    Location: HKEY_CURRENT_USER\Software\Borland\Locales
    String: C:\Program
Files\Borland\CBuilder5\Projects\BPL\MJFSecurity_50R.BPL
    Data: CAT

* I placed the MJFSecurity_50R.CAT file into the BPL folder along with
MJFSecurity_50R.BPL

* I started C++Builder and opened a test project to open the changed form
(the runtime form is used by the design time component editor)

There was no difference - what have I done wrong - or does this not work for
BPL's.
