One of the easiest way is to use resource DLL. File|New|Resource DLL Wizard.

Then you can create resource DLL for how many languages you want. Program
then loads resources depending on windows Local settings or you can change
languages dynamically.

In C++ Builder5 Enterprise, there is a localization tools. There are also
other free and shareware translation tools awailable. For example Language
Localizator (www.localizator.com).
