What EXACTLY is IcmpSendEcho() returning?  What EXACTLY is GetLastError() 
returning?

You can use gethostbyname() for that:

    struct hostent *host = gethostbyname("www.google.com");
    if( host )
    {
        ipaddr.S_un.S_addr = ((struc in_addr*)(host->h_addr))->s_addr;
        ...
    }
