Error 10049 is WSAEADDRNOTAVAIL:

    Cannot assign requested address.

    The requested address is not valid in its context. Normally results from
an attempt to bind to an address that is not valid for the local machine, or
connect/sendto an address or port that is not valid for a remote machine
(e.g. port 0).

Please show your actual code.

There are no BPK files in Indy 9.

Run the FULLC6.BAT file.  Make sure that you COMPLETELY remove Indy 8 from
your machine first, though.  If you leave any Indy 8 files on the machine,
Indy 9 will not install properly due to runtime conflicts.  Removal
instructions are in Indy's Knowledge Base (http://www.indyproject.org/kb)
