How about this this ?

   TMyMail *MyMail = new TMyMail;

   MyMail->PlainText = ...; //TStrings or filename
   MyMail->HtmlText  = ...; //TStrings or filename

   MyMail->AddInlineAttachment ( inlinefilename1 )
   MyMail->AddInlineAttachment ( inlinefilename2 )
   MyMail->AddInlineAttachment ( inlinefilename3 )

   MyMail->AddAttachment ( filename1 )
   MyMail->AddAttachment ( filename2 )
   MyMail->AddAttachment ( filename3 )
   MyMail->AddAttachment ( filename4 )

   MyMail->SaveToFile ( ......eml );

   delete MyMail;
