As I already told you earlier, the server is not closed when the listening
thread crashes.  The server is still active and running, it is just not
accepting any further incoming connections.  The Active property remains set
to 'true'.

That checks whether the service itself has been terminated, which has
nothing to do with the TServerSocket.
