I am trying to call  php code from indy:  error message "403 Forbidden"

1)
Body = TIdHTTP1->Get("http://123.com/456/test.php", ts);

2)
TStringList *ts = new TStringList();
Body = TIdHTTP1->Post("http://123.com/456/test.php", ts);

both get's the error  "403 Forbidden", this php code should return "ok"

How can I call a PHP page?
