Define them like this:

const struct in6_addr in6addr_any = IN6ADDR_ANY_INIT;
const struct in6_addr in6addr_loopback = IN6ADDR_LOOPBACK_INIT;

Also, those structs are inside the MS w2_32.lib file, but not in Borland's. 
I suspect that MS decided to use a static library.
