You should not be trying to change ports while sockets are connected.
Changes will not take effect until the sockets are reconnected.

Then simply throw your own exception if you are already connected.

That is because Indy does not validate whether the sockets are connected or
not when changing the property values.  That does not mean, however, that
Indy actually uses the new values right away, because it does not.
