Ok, here what I did after reading this email:
- Started up Rad Studio & verified I have the option to New both C++ Builder 
and Delphi VCL applications

- Removed all instances of *Indy*100.bpl & .dcp

- Updated Delphi library & source to remove the Delphi 10.x source and point 
to my 10.2.3 (Core, Procols, System)

- Updated C++ Builder library & source to remove the Delphi 10.x source and 
point to my 10.2.3 (Core, Procols, System)
(also removed reference to the delphi indy 10 include directory)

-Built/installed in this order:
IndySystem120.dpk - chose win32 project + Clean + Build
IndyCore120.dpk - chose win32 project + Clean + Build
dclIndyCore120.dpk - chose win32 project + Clean + Build + Install
IndyProtocols120.dpk - chose win32 project + Clean + Build
dclIndyProtocols120.dpk - chose win32 project + Clean + Build + Install

They still show up in Delphi's palette, but not the C++ Build palette :-(

Have I missed a step?
Is this documented somewhere I have missed?
