Yes. Use the following event:

void __fastcall TForm1::CppWebBrowser1BeforeNavigate2(TObject *Sender,
       LPDISPATCH pDisp, TVariant *URL, TVariant *Flags,
       TVariant *TargetFrameName, TVariant *PostData, TVariant *Headers,
       TOLEBOOL *Cancel)
{
   if ( URL does not satisfy )
	Cancel = true;
}
