That is a CLX component.  CLX is quite buggy, and the socket components in
particular are quite buggy and poorly implemented.  I highly suggest that
you not use TTcpServer and TTcpClient.  Use TServerSocket and TClientSocket
instead, or third-party components such as Indy (http://www.indyproject.org)
or ICS (http://www.overbyte.be).
