As per the HTTP RFCs, it is the server's responsibility to provide an accurate Content-Length header only at the time of the specific request being processed at the time. If the data changes before another request is received, there is nothing the server can do about that other than to provide an updated Content-Length value in response to the next request. It is the client's responsibility to use the Content-Length that is provided with the actual data, not to request the Content-Length first and then make a separate request to get the actual data.
