Hi!
 I think You can write a small application (a small service or a small
consolle application always running) that checks for the PC IPs
periodically, when a new one is available either you've enstablished an
internet connection, or a LAN connection ... check which kind you're dealing
about, and if it's a LAN connection, run your application either with
ShellExecute or CreateProcess...
