Why use fopen() at all?  Just test for the file's existence and call
OpenFromFile() only if the file actually exists.  SaveToFile() will create
the file if it does not exist yet.

    if( file exists )
        StringList->OpenFromFile( File )
    update StringList as needed...
    StringList->SaveToFile( File )
