It did indeed get thrown but I couldn't catch it. I was
forcing the exception for both cases when the Host did not
exist and when the server wasn't running.

The exception was thrown. The problem was that because the Open
method had to timeout before it was thrown, my catch had already
been passed over.

I don't know what happens if I change it from non-blocking
mode but I will. I still haven't figured out what I'm going to
do with this yet, what best meets my needs.
