But the code works fine on the network - keep in mind that I am completely
disconnected from the network - I have disabled my network connection, thus
when I try to connect I get a 10065 WSA error.

For what it's worth, here's the code snippet that is failing:

   struct sockaddr_in ServerAddress;

   ServerAddress.sin_family = AF_INET;
   ServerAddress.sin_addr.s_addr = m_dwAddress; // m_dwAddress == 4294967295
   ServerAddress.sin_port = m_wPort;    // == m_wPort =
htons(channelPortNumber); where channelPortNumber=8000
 if (connect(m_oSocket,(struct
sockaddr*)&ServerAddress,sizeof(ServerAddress)) == SOCKET_ERROR)
      {
      char Msg[256];
      sprintf(Msg, "SocketC::Connect --> Socket failed to connect to
address: %lu, port: %u",m_dwAddress,ntohs(m_wPort));
      AMF_AF_ExceptionC amfe(AMF_AF_ExceptionC::ET_FATAL_ERROR, Msg);
      DWORD exceptionCode = WSAGetLastError();
      amfe.SetCode(exceptionCode);
      throw amfe;
      }
