You can do this using TServerSocket:

SvrSocket = new TServerSocket(NULL);
SvrSocket->Active = false;
SvrSocket->Port = PortNo;
SvrSocket->ServerType = stThreadBlocking;
SvrSocket->ThreadCacheSize = CacheSize;
SvrSocket->OnGetThread = ServerSocketGetThread;
SvrSocket->OnClientConnect = ServerSocketClientConnect;
SvrSocket->OnClientDisconnect = ServerSocketClientDisconnect;
SvrSocket->Active = true;
