get "EIdCouldNotBindSocket" when two clients upload files to indy ftpserver

Windows XP,Indy 9.00.18 - Indy 9.00.50,BCB6
1.Only one clients upload files to ftpserver,it work fine.
2.Two clients upload,ftpserver get Exception: EidCouldNotBindSocket
with message 'Could not bind socket. Address and port are already in
use.'
3.but use Indy 9.00.14,it work good.
it's error on Indy 9.00.50 DevSnapshot ?How to Modify?
