SCTP/IP component?

(SCTP = Stream Control Transmission Protocol [RFC 2960])

Does anyone know of any components for SCTP/IP? Or even a basic IP
component that doesn't have TCP or UDP layers on top of it?

My boss and I are trying to look into whether we can do a SIGTRAN
application. It uses TCAP/SCCP/MTP3/M2PA/SCTP/IP communication. The top
few layers of that protocol we can handle, but we need a base to work off
of.

I'm hoping that someone has already developed a third-party component for
SCTP/IP. As a last resort we could even attempt writing the SCTP layer
ourselves if we had a basic IP component to work with, though I'm not sure
if that's going to turn out to be feasible. (From a brief glance through
the RFC, it looks more complicated than I'd want to have to get into for
this project.)
