Assuming the lib file is a static library then you would have to either 1)
compile the lib's source code using BCB's compiler, or 2) wrap the lib in a
Watcom-compiled DLL.

If the lib is an import lib, on the other hand, then no conversion is
needed.  Simply run the associated DLL through BCB's IMPLIB utilty to
generate a compatible lib file.
