Use ___declspec() instead:

    #ifdef __BUILDING_DLL
        #define __EXPORT_TYPE __declspec(dllexport)
    #else
        #define __EXPORT_TYPE __declspec(dllimport)
    #endif

Why are you trying to export an inlined template function?  That is not 
necessary.
