After doing a lot of testing and research I just wanted to warn everybody 
that if you see this error in bds 2006 it often has to do with including 
package A that references package B then including Package A as a reference 
in an EXE or DLL but not adding a references to Package B. BDS 2006 seems to 
know about missing references for Package projects but not DLL or exe 
projects so you need to include manually all references packages or you may 
have this problem.

Our project has an EXE container that dynamically loads workspace plugins 
(c++ vcl dll's). The interfeaces base classes and other stuff is stored in 
common packages (which references other packages like teechart etc..). I 
found if I don't include the teechart reference explicitly in some projects 
then I would get this EFiler error class TChartAxis already exists.
