mmsystem.h is included by windows.h which is included by vcl.h :-

#include <lzexpand.h>
#include <mmsystem.h>
...

However, the include depends on the setting of WIN32_LEAN_AND_MEAN, which I 
have defined in some modules. That was my problem - convoluted as usual    ;-)
