I had a similar problem because I was looking for something else
 but I can't remember what

However I changed something in the "Sound Effect Manager" and it had the effect that you describe.

In Control Panel->Sound Effect Manager->Sound Effect tab I have
"Environment" set to "none" and
"Karaoke->KEY" set to +0
